How do I get a Login ID / Password to enter the Members Only section?
The Members Site is only available to Rivers Knoll Subdivision lot owners. If you are a lot owner and haven’t already received an invitation, send an email to riversknollhoa@gmail.com with your lot number and identifying owner information. An invitation to join the Members Site will be emailed to you.
What is a Resale Certificate (previously called a Disclosure Packet) and how do I get one?
The Property Owners Association Act, Commonwealth of Virginia Statute, Title 55, Chapter 26 is one of the basic guiding documents of the Rivers Knoll Home Owners Association. The Act applies to the owner of each lot in Rivers Knoll. It requires that the seller of each lot in a development such as Rivers Knoll provide the buyer of such lot with a statement and set of documents that apply to the development. The Resale Certificate includes information on the Association and the current status of the lot, including dues status and whether any violations of the Articles of Incorporation, By-laws or Restrictive Covenants exist.

The fee for the Resale Certificate is $50.00. The certificate is valid for three months from the date of issue. A renewal certificate may be obtained after that time. The cost of the renewal certificate is $15.00. The check should be made payable to “Rivers Knoll Home Owners Association,” and should accompany a written request specifying the lot involved. If multiple lots are involved, a separate certificate (at $50.00 each) is required for each lot. The Association reserves the right to modify the Resale Certificate fee. If there is an anticipated buyer, the request should also include the name and address of the anticipated buyer, if known, and the approximate date the transfer of ownership is expected to occur.
Where do I get my house plans approved?
You should thoroughly read the Amended and Restated Declaration of Covenants of the Rivers Knoll Home Owners Association, Inc., in particular, ARTICLE IV, paragraphs 1-8. Why do I have to pay a $1,000 fee to build?
The $1,000.00 (in 2004 dollars) Road Impact Fee is required to help subsidize the cost of repairs to the roads caused by heavy trucks and/or machinery during construction. Click here to use this calculator to calculate the current amount due in today’s dollars.
Where do we obtain the building permits, septic tank permits, etc.?
Normally these are permits issued by the County of Northumberland.
Does Rivers Knoll have High-Speed Internet or Cable TV?
High-speed Internet access is now available through All Points Broadband which has installed lines in Rivers Knoll. Other options may include Viasat and HughesNet among other companies serving the Northern Neck.

Does the Association provide any facilities at the Community Dock?
The Association’s community dock, pier, and boat ramp is part of the Association’s Community Property and is open to all property owners in good standing. There are no electric, water, sewer, fuel or attendants on any area of Community Property. It is enjoyed as a first come, first self-serve basis. Use of the all areas of the Community Property is during daylight hours ONLY!
